Web.Config Standardization

I'm not sure if this is the correct place, but it looked like the best options.

We've got several web servers across several development tiers.  There are alot of redundant items that are in several web.config files on our web servers.  I want to find a way to offload redundant items into a global config file.  Looking at the following link, it looks possible.  But then I have to duplicate the effort for apps that are running on different framework versions.

The next question is, can I create an XML file in a central place, and define items to be used across the board?  Eventually it would be nice to be able to call a variable in an XML file and return  connection string information or settings that are used across our environment.  I'm really not find much documentation on this, and I'm sure I'm not the first person to think of this.
